When we failed to enable billing (create a GCP billing account), we were prompted to contact Google Support for a manual appeal.
Then follow the prompts to contact the appropriate Google Cloud support team. Can this problem be solved?

Find your dedicated contact form through the GCP Help Center. After submitting all the information, the work order email is successfully created, as shown below
The manual customer service responded by email, asking to determine which payment information to use to use Google Cloud, and an error code appeared, as shown below
After responding to Google’s inquiry, I received the message that the information provided could not be verified and my billing account could not be activated, as shown below.
